Bosnia and Herzegovina GA Position Paper

Bosnia and Herzegovina’s position on Post-Revolutionary Nation Stabilization is to have a receive aid from a neutral country. In late 1995, after the violent civil war in Bosnia-Herzegovina in 1992, the Dayton Peace Accords were issued which ended violence and allowed the US military to enter Bosnia as part of NATO. It was responsible for enforcing the peace in Bosnia. In 1998, when things were still tense, American forces patrolled the country. Because there is still tension among the different ethnic groups in Bosnia-Herzegovina, the US military will stay until the groups can enforce peace themselves. Government officials should be more present in rural parts of the country to enforce the peace. The government should see the weaknesses within themselves and strive to fix it and become stronger.

The use of private military contractors in Bosnia Herzegovina has increased in the last decade. We created private security sector to strength the security in our nation. However, the private military contractors have been taking the jobs of the state. In order to maintain the boundary between private and public security. Therefore, the Centre for Security Studies is working on a project to raise awareness of key security issues pertaining to the private military contractors. The key security issues in our country are: “physical protection/manned guarding, transport of valuables, and technical installation and mobile interventions” (Kadunic 5). We would like to continue to incorporate private security sectors in our country so long as they follow these guidelines.

Bosnia is ranked the 38th freest economy out of the 41 countries in Europe. Although we have weak property rights, we have a lot of trade and a large private banking industry. However corruption among these private companies is a major problem. Corruption is a result of the registration processes for business’ in Bosnia. Another major issue for us is unemployment. We believe that large government spending would create more public projects and in turn, create more jobs. This would stabilize our economy as well as help with overall growth. “But the major area of concern for Bosnia is property rights. Unreliable property registrations leave ample scope for judicial disputes that never get settled satisfactorily” (Bosnia and Herzegovina Economy). If we can somehow establish property laws that are suitable to everyone in the country, this problem will cease to exist.

The definition of terrorism the use of violence and threats to intimidate or coerce, especially for political purposes. In September of 2006, Member States put into effect “the Strategy.” The basic plan of action outlined in the Strategy is to address the conditions conducive to the spread of terrorism, to prevent and combat terrorism, to take measures to build state capacity to fight terrorism, and to ensure the respect of human rights while countering terrorism. It builds upon the general consensus that terrorism must be condemned in all its forms and manifestations. With the installment of this strategy, the United Nations are well underway to preventing the growth and spread of terrorism.
